Therefore, accurately defining the product prevents the oversight of a regulation that applies to a secondary feature but has regulatory implications.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Step 2: Identify the Correct Customs Code<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">The Harmonized System (HS) Code is a key element in classifying products and linking them to technical regulations and customs procedures. The Zakat, Tax, and Customs Authority provides a service for inquiring about customs tariffs using the code, product description, or customs chapter. Additionally, the Integrated Gulf Tariff has been implemented at the 12-digit level effective January 1, 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SABER platform explains that the Harmonized System code is a numerical code that includes a description of the product and is used to classify it and determine its customs tariff classification, with the code lists updated regularly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, one should not rely on the tariff code alone. A single code may cover a wide range of products that differ in design, use, or risk level. Therefore, the code must be cross-referenced with the product\u2019s actual technical description and the scope of the technical regulation.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Step 3: Identify the Target Market<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">A product may meet the requirements of a particular market, but it may require additional requirements or procedures in another market. However, relying on a CB report does not eliminate the need to review the specific requirements and national differences of each market.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Step 4: Review the applicable technical regulations<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">After identifying the product, the tariff code, and the market, the process of searching the technical regulations begins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Saudi Arabia, the Saudi Standards, Metrology, and Quality Organization publishes technical regulations related to product categories, while the SABER platform facilitates product registration, conformity certificates, and the issuance of shipment certificates before products enter the Saudi market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The following must be verified:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Is the product subject to mandatory technical regulations?<\/li>\n\n\n\n<li>Does more than one regulation apply to him?<\/li>\n\n\n\n<li>What are the required reference standards?<\/li>\n\n\n\n<li>What is a conformity assessment model?<\/li>\n\n\n\n<li>Does it require testing, inspection, or a factory assessment?<\/li>\n\n\n\n<li>Is there an additional certification for a specific feature?<\/li>\n\n\n\n<li>Are there any requirements for labels or warnings?<\/li>\n\n\n\n<li>Does he need to register with a platform or another entity?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">You should not rely on an outdated version of the product list or codes, as the scope of customs regulations and codes may be updated.
